The last stop of my Southeast Asia loop a while ago was Ho Chi Minh City. I used the unused budget to stay at the Pearl Hotel above Landmark81. When I walked downstairs, the security guard took my big bag and said to me, "You must be very strong." I met my best friend from college downstairs of this hotel. He lived in Saigon for a few years. This was the first time we met in a few years. He took me to visit the park you mentioned. Many people were flying kites.
In fact, it was a park I discovered by chance. It is just downstairs of Landmark81. You can see Landmark81 from all angles. There is a large green area in the park. Many Vietnamese people picnic on it and lie down to rest. The park is along the river. The road is spacious and clean. There are many young people singing, and some middle-aged and elderly people are taking a walk after eating. It gives me the illusion that I am not in Vietnam but in Shanghai and Shenzhen. It's so comfortable.
