Yes, you read that right, you are naked, there is a heater and you are not cold, but running around naked is quite funny. The lounge is less crowded and has a better view. I even saw massages available at decent prices. (6,000 yen, 1 hour, low price in Kushiro) I had to queue up, so I didn’t do it. You should experience Japanese foot massage in Japan. Coming out of the hot spring is the center of Kushiro. There are several convenience stores where you can buy some food and supplies, otherwise you really can't even see anyone behind.
